Sidewalk leveling and Waterloo sidewalk notices
If the city sent a letter about the public sidewalk along your lot, here's how the Waterloo program works and where lifting fits in.
In Waterloo, the public sidewalk next to your property is yours to maintain. The city's Engineering Department checks sidewalks on a twelve-year cycle: Waterloo is divided into twelve zones and one zone is inspected each year. Recreation trails follow the same schedule. Owners whose sidewalk is found defective are notified in writing. Repairs at corners, alleys and other public property are paid for by the city.
What are my options after a notice?
- Do it yourself or hire your own contractor. The city says that if you want to repair the sidewalk yourself, you'll need a permit, which is handled through the city's online permit portal.
- Read the notice closely. It's the best source for your deadline and what happens if the work isn't done by then.
- Call Engineering with questions. The department is at 715 Mulberry St. and can be reached at (319) 291-0141.
Can a flagged panel be lifted instead of replaced?
Often. A panel that sank or tipped but is still in one piece can usually be raised flush with its neighbors in a short visit. A panel that's broken into chunks, crumbling on top, or pushed up by a tree root normally has to come out. Before you commit, ask the contractor and the city whether lifting will clear the specific defect on your notice.
Who issues the permit?
Waterloo's Engineering Department issues permits for sidewalks, driveways and curb cuts, and excavation permits for work in the public right-of-way. Your contractor should know the process. Ask the department whether a contractor working in the right-of-way needs any city registration, bond or insurance. If you're in Cedar Falls, Evansdale or Hudson, check with your own city, because Waterloo's rules don't apply there.
What else is worth doing at the same visit?
- The front walk from the public sidewalk to your steps
- The driveway section where it crosses the sidewalk
- Joint sealing, so the panels don't wash out again
Every slab is priced on site, after the contractor measures the drop and figures out what washed out or settled underneath. We don't publish or quote prices, and a figure given over the phone before anyone has seen the concrete is only a ballpark.
